The results of winning bids for 15 consumables were announced. Among the lowest winning bids, the unit price of infusion application was as low as RMB 2 and the unit price of disposable infusion set was as low as RMB 6.

All consumables are selected from many, and there is no exclusive bid. Two companies have won the bids for the fewest pre-filled flush syringes with the largest number of bidders.

The Jinan Medical Insurance Bureau made it clear that in terms of guaranteeing payment and reducing costs, medical institutions need to settle settlements with enterprises in a timely manner according to the contract. On the basis of the total budget, the medical insurance fund prepays working capital to medical institutions at a ratio of no less than 40% of the total annual purchase amount to reduce corporate transaction costs.

And to explore the establishment of medical insurance to encourage medical institutions to use the selected product incentive mechanism and preferential measures. Implement the medical insurance fund settlement method in which the total prepaid funds of the medical insurance fund are linked to the completion of volume purchases.

The medical insurance prepayment for consumables is only 30% in the provinces and cities that have implemented the procurement of medical consumables. Jinan proposed to prepay 40%, which can be said to be the first time in the country!

Different from other provinces and cities, Jinan City selected 15 low-value consumables for the first batch of purchases. The main reason may be that Linyi and Heze, the first batch of cities in Shandong Province to carry out mass purchases, started with low consumption. .

As early as July 19, the "Linyi-Heze Public Hospital Drug (Consumables) Procurement Alliance Joint Procurement Announcement" was released. The two cities of Linyi and Heze, including intravenous indwelling needles, purchased 4 low-consumption and high-volume purchases, not only agreed to negotiate the winning product Purchase volume, and it is required that no group negotiation is required, domestic and imported consumables are PK on the same platform, and the one with the lowest price will win the bid! It also clarified that public medical institutions in the two cities give priority to using the selected varieties, and the medical insurance pays 30% of the payment in advance, and the payment must be returned within 2 months.

The results of winning bids in Linyi and Heze show that the winning bidder 9 Chengdu is a domestic company, and there is only one import company among the selected companies. Similarly, 70% of the winning bidders in Jinan are domestic companies. It can be seen that the competition for this purchase is very fierce, and it is not difficult to imagine how strong domestic enterprises will cut prices.

Although the unit price of low-value consumables is not high, the daily consumption in the hospital is very large, and the total number of orders formed through joint purchases is also very considerable .

At present, the purchase of low-value consumables has been developed from the municipal level to the municipal alliance, and most of the purchased varieties are indwelling needles, disposable catheters, infusion devices, etc. According to statistics, the top five market shares of low-value medical consumables are injection puncture, medical sanitary materials and dressings, medical polymer materials, medical technology consumables, and medical disinfection.

In other words, future purchases with volume will not be limited to a single category such as indwelling needles, and the categories with the highest market shares listed above are also likely to participate.

Low-value consumables are different from high-value consumables. The product technical barriers are not high, and the homogeneity is serious. The price is often the cost. Procurement with volume is undoubtedly helpful for domestic enterprises to expand market share and enhance market competitiveness.
